BACKGROUND: Any obstetric and gynaecological healthcare delivery system needs a referral system because it provides patients with access to tertiary care institutions for delivery, prenatal care, and emergency obstetric treatment.1 A health care practitioner at one level of the health system with limited resources (medications, equipment, qualified professionals) may refer a patient to a facility at a similar or higher level that has superior resources in order to manage the patient's treatment.2 The three-tiered health care delivery system—primary, secondary, tertiary, and self—was designed to allow patients who require more specialized care to be referred to the appropriate providers.3
